Between 2018 and 2023, California spent $24 billion on homelessness programs across nine state agencies. The April 2024 state audit found the system had no reliable data on whether any of it worked. The homeless population grew by 30,000 people. And in Los Angeles, where the crisis is most concentrated, the communities absorbing the greatest damage were the same ones that have always absorbed the greatest damage.
